First of all, the scroll bar css will not work.
THis css is not a w3c standard.
Firefox does not support it
In opera you can choose to disable this or enable support for these CSS arguments, but they will not work with xhtml documents, only html (4.0x etc).
IE6 supports this scrollbar css, dunno about IE7 though, have not noticed it yet.

apart from that the other CSS properties should work.
Not that classes are case sensitive, so make sure you spelled them right.
It never hurts to help.....

By applying the following code to your CSS, you’ll force a scrollbar to appear which can scroll approximately 7 or 8 pixels by default but will also allow for the content to scroll should it exceed the bottom of the window.

html {
min-height: 101%;
}
