The administrator can. In the ACP (Admin control panel) he can see the ip adresses of all online members. The IP adress of each post also gets saved, and can be viewed by both administrators and moderators by clicking the "ip" button at the top right of each post.

If you are webmaster of webspace then you will have IP anyway through hosting package/domain management or whatever. At least, you should.

you can do it in this way:
Windows start panel -> Run -> and here write this "ping www.yoursite.com"

after this you will see the domain IP adress...
