Help With Simple DIV Coding

I don't usually venture into the world of web design, but I figured I'd give it a shot myself.

This is the website I'm currently looking to build: http://www.jeffsternvideo.com

I want the website to act as to seperate tables, but I'm not sure how to do it using DIVs.

I want the top table to be the height of the banner and menu links and stationary.

The second table will fill the rest of the page, containing the text box inside (which will fill it Height 80%, Width 90%).

The way I have it now, the text box gets cut off if I make the window too small.

Did that all make sense? Thanks in advanced,
