No reply/new topic buttons

I'm kind of new to the phpBB style of websites, I have recently installed two new skins of my forums but for some reason, there is no reply buttons, new topic, or any other kind of buttons like you would assume should be there.
I may not be able to check back here the most often, but if you may be able to help me, administrators should be able to see my email address, if you could please help me. I would be eternally grateful.
