New forum is open for user released styles. That forum is for styles that are designed by users of this forum and ether based on official phpbbstyles.com styles or require extreme styles mod.
If you've made some custom style based on one of styles that are officially released on phpbbstyles.com - you are welcome to post it. Make sure to add your link in footer of style so users would know who to thank for making custom version that they wanted
